This is where the different types of scenario collide. Norstrilia is SF (although the "S" part is mostly history/sociology, and it's rather mystical at times), so - no gods. But C'william (a/k/a "the Catmaster") works for someone who's changing the destiny of Earth, and thereby the known universe, so I guess it's pretty close. And the kami that Yuuko messes with aren't all-powerful, either.
