The only problem is that it's really a sequel - to Heavy Time, which is not a bad book, but I just don't love it as much. But if you read Hellburner first, you will miss out a certain amount of Ben's background, and you will also be utterly spoiled for Heavy Time.
A one-volume omnibus edition of both was issued as Devil to the Belt a couple of years ago.
